To provide access to a Session Host you will need to do action the below:
1) Sign in to the Azure Portal
2) Search for "Azure Virtual Desktop"
3) Click on Application Groups and select the desired Application Group:
4) Click on manage next to "Assignments"
5) Add them to the required Application group as per below:
You're done, now they will have the necessary permission to access the Session Host.
